Federal Procurement Intelligence Grounded in Operational Experience
Kettle Hill Advisory helps federal contractors, GovTech companies, and technology firms interpret changes in federal procurement, assess AI acquisition readiness, and make better-informed decisions about market positioning, risk, and opportunity.
The firm combines senior federal operational experience with procurement fluency, primary-source analysis, and practical understanding of how agencies translate policy into acquisition activity.
The Firm
Kettle Hill Advisory is a federal procurement intelligence and strategic advisory firm focused on the intersection of federal procurement, artificial intelligence acquisition, and government modernization.
Federal policy becomes commercially significant when it changes what agencies buy, how they evaluate vendors, what contractors must demonstrate, or how contract performance is managed. Kettle Hill helps clients understand those implications before they become immediate pursuit or performance issues.
The firm’s role is to interpret the federal environment, identify relevant signals, assess organizational readiness, and provide practical recommendations to leadership.
Operational Experience Inside the Federal Government
Kettle Hill Advisory is led by a former Senior Federal Executive with senior leadership experience at the U.S. General Services Administration, including service as Chief of Staff and Associate Administrator.
That experience included work involving federal operations, procurement, congressional and intergovernmental engagement, stakeholder management, agency priorities, and Executive Branch implementation.
The firm’s perspective is grounded in an understanding that formal policy is only the starting point. Agencies interpret guidance through their missions, acquisition strategies, operational constraints, leadership priorities, and existing procurement infrastructure. Effective federal market strategy requires attention to how those factors interact in practice.
Why Kettle Hill
Kettle Hill Advisory takes its name from Theodore Roosevelt and the Rough Riders’ advance up Kettle Hill during the Battle of San Juan Heights on July 1, 1898. The Rough Riders were part of a broader American force that included regular Army units and Black cavalry regiments operating across the surrounding heights.
The name is not intended to celebrate conflict or historical mythology. It reflects the importance of preparation, terrain awareness, leadership, judgment, and disciplined execution when conditions are changing and decisions carry consequences.
Those principles apply directly to the federal market. Organizations are better positioned when they understand the terrain before a requirement appears, assess their readiness honestly, and prepare before the moment of decision.
Kettle Hill Advisory helps clients develop that perspective: understand what is changing, determine what it means, and act with greater preparation and confidence.
Advisory Philosophy
Policy Matters When It Changes Decisions
Federal developments become commercially relevant when they alter agency priorities, acquisition methods, evaluation expectations, contract requirements, or market behavior.
Implementation Is the Real Test
Agencies do not implement government-wide direction uniformly. Practical analysis requires attention to mission, leadership, procurement infrastructure, timing, and operational constraints.
AI Readiness Is a Procurement Issue
Federal AI readiness is not limited to technical capability. Organizations must be able to explain, document, position, and support AI-related offerings in terms that withstand procurement scrutiny.
Positioning Should Precede the Requirement
The best time to identify a readiness or positioning gap is before it appears in a solicitation, proposal review, source selection process, debrief, or contract-performance discussion.
Understand the Terrain Before the Moment of Decision
A focused conversation can help determine whether Kettle Hill’s procurement intelligence, readiness assessment, or strategic advisory approach fits the issue in front of your organization.
